Countries across the world struggle to break the relationship between socio-economic disadvantage and educational outcomes. Even in otherwise affluent countries, children and young people from poor and marginalized families tend to do badly in education, and their lack of educational success makes it more likely that they will remain in poverty as adults. Moreover, socio-economic disadvantage and educational failure in these countries tend to be concentrated in particular places, such as the poor neighborhoods of large cities or of post-industrial towns. This has led policy-makers and practitioners in many administrations to favor area-based initiatives (ABIs), which target such places, as one set of responses to social and educational disadvantage. Some ABIs are limited to funding schools more generously in disadvantaged areas or giving them additional support and flexibilities. The more ambitious initiatives, however, seek to develop multistrand interventions to tackle both the educational and the social and economic problems of areas simultaneously.
The evaluation evidence suggests that these initiatives have so far met with limited success at best. This has led some critics to conclude that there is a fundamental contradiction in their use of purely local interventions to tackle problems that originate outside ABIs’ target areas, in macro-level social and economic processes. However, it is possible to construct a convincing rationale for these initiatives by understanding the social ecologies that shape children’s outcomes, and by formulating holistic interventions aimed at reducing the risks in those ecologies and enhancing children’s resilience in the face of those risks. There is, moreover, evidence of a new generation of ABIs that has begun to emerge recently. These new ABIs are able to operate strategically and over the long-term, rather than being bound by the short-term nature of policy-making. These newer initiatives may offer a better prospect of tackling the link between social and educational disadvantage, even in unpromising economic circumstances, and even within the context of “politics as usual.”

In the literature, a range of terminology is used to describe the reorganization of public education. In much critical policy sociology the terms marketization, privatization, and commercialization are used interchangeably. Our argument is that each of these denotes distinct, albeit related, characteristics of contemporary schooling and the impact of the Global Education Industry (GEI). We define marketization as the series of policy logics that aim to create quasimarkets in education; privatization as the development of quasimarkets in education that privilege parental choice, school autonomy and venture philanthropy; and commercialization as the creation, marketing, and sale of educational goods and services to schools by external providers. We explain the manifestations of each of these forms and offer two cases of actors situated within the GEI, the OECD, and Pearson PLC, to outline how commercialization and privatization proceed at the level of policy and practice.
“Decolonial philosophy of education” is an almost nonexistent term. Consequently, rigorous intellectual and scholarly conversations on education tend to be centered around a specific set of concepts and discourses that were (and still are) generated, picked up or analyzed by thinkers from a specific geographical and political space, such as Socrates, Rousseau, Dewey, Heidegger, and Foucault. This has led to the systemic ignoring and violating concepts and ideas generated from other spaces and lived through by other people.
This legacy can also be related to some philosophical aspirations for gaining total, hegemonic, and universal perceptions and representations often formulated by male Euro-American philosophers; when this intellectual passion for universality becomes coupled with or stays silent about imperial and expansionist ambitions, it can see itself implicated in creating assimilationist or genocidal practices: in education, the manifestation of universality associated with imperialism is observed in Indian residential schools. While the words education, literacy, curriculum, learning of languages, acquiring knowledge, school, school desks, and school buildings might normally echo positive vibes for many, it can make an aboriginal survivor of an Indian residential school shudder. It is furthermore hard to ignore the aspirations for a European/Universalist definition of human and man in the famous “Kill the Indian to save the child” policy of Indian Residential Schools. However, the likelihood of deeming such assimilationist attempts as benign acts of trial and error and as events external to philosophy is generally high. Therefore, the “colonial edge” of these philosophies are, more often than not, left unexamined.
This is the plane where decolonial philosopher dwell. They deliberate on essential key moments and discussions in philosophical thought that have either not been paused at enough or paused at all, and thereby question this lack of attention. There is an important reason for these intellectual halts practiced by decolonial philosophers. While these might seem to be abstract epistemic endeavors, decolonial philosophers see their work as practices of liberation that aim beyond disrupting the eminence of mainstream Euro-American philosophical thought. Through these interrogative pauses, they hope to intervene, overturn and restructure the philosophical, political and social imaginations in favor of the silenced, the ignored, the colonized, and the (epistemologically and physically) violated.
This article engages with certain key decolonial theses and is concerned with the hope of initiating and further expanding the dialogues of decolonization in the philosophy of education. The article will, however, stay away from adding new theses or theories to decolonial education. The author believes that this field, much like other paradigms, either can or will at some point suffer from theoretical exhaustion. Instead, it directs the readers to pause at some of the decisive moments discussed in decolonial theories.

Of the many stated purposes of organized educational systems, one that might meet with general agreement is this: to ensure students build abundant learning capacity, achieve ample academic proficiency, and consolidate the requisite knowledge, skills, and aptitudes to successfully address future learning challenges. As computer technologies have transformed nearly every human endeavor imaginable, future learning challenges that students encounter will almost certainly require facility with digital technologies. Sadly, in the realm of teaching and learning, digital tool use has been trivial in nature; the average impact of computer technology on student achievement has been both derisory and unchanged for the past 50 years, despite astonishing technological developments since the 1960s.
However, there is cause for renewed optimism about technology use in education. Compounding evidence suggests that large to very large gains in student achievement are possible when digital tools are leveraged to enhance highly reliable instructional and learning strategies. The objective of the investigation efforts here is to develop a more precise language and set of ideas to discuss, enact, and evaluate high-impact uses of digital tools in education. The result is the T3 Framework for Innovation in Education. The T3 Framework increments the impact of technology use into three hierarchical domains: Translational, Transformational, and Transcendent. Compounding evidence suggests that implementing the strategies in the T3 Framework, with reasonable fidelity, will likely increase the impact of digital technologies to unlock students’ limitless capacities for learning and contribution, and better prepare today’s students for tomorrow’s learning challenges.

The international debate on Finnish educational “success” had made relevant a cultural and historical analysis of Finnish education, with a focus on the effects of the ongoing preoccupation with the Programme for International Student Assessment (PISA) results on basic education. Such international comparisons demand a strong theoretical approach, in part because the contrastive analysis of empirical “facts” and “realities” requires that they be situated in relation to their local and, in this case, national systems and contexts. It may be assumed that the quantitative indicators agreed on in intergovernmental negotiations between senior bureaucrats do indeed provide valid comparisons of education systems, as is the conventional wisdom in the field of economics. Nevertheless, these remain value-loaded collections of indicators of development that offer at best parallel lines of comparative analysis. The Finnish case argues for strong theory-based conceptualizations as the basis for, first, complex comparison and, second, shared models of policy action and intervention.
The comparative education field faces four interlinked challenges. First, there is a lack of theory building and development in the field, where politically and ideologically motivated investigative large-scale assessment practices are defining the state of the art. Second, the focus of the studies tends to be on empirically measurable end products instead of documented processes, which makes it possible to generate competitive rankings but reveals little about specific and shared developmental processes in educational systems. Third, although complexity and contingency are widely accepted in the social world on the general level, they appear to seldom reach empirical studies; the vast majority of standard approaches still advocate simple explanatory models. Finally, and paradoxically enough, there is a form of intellectual nationalism that inhibits the conceptualization and understanding of the relationship between, for example, transnational processes and nation-states. In this regard, comparative education needs a strong and ambitious theory-based framework with the potential to incorporate sociohistorical complexity, cultural relationality, and sociological contingency. Without a strong theory-driven approach, it is hard to go beyond merely listing the similarities and differences that facilitate the rankings but blur the processes.
At the research unit for Sociology and Politics in Education (KUPOLI) at the University of Helsinki, a new conceptualization was formulated in early 2010s and an ambitious research plan, Comparative Analytics of Dynamics in Education Politics (CADEP), was launched. The thesis was that to progress beyond the state of the art and arrive at a comparative understanding of educational systems, it would be necessary to focus on dynamics, with a view to grasping the fluid and mobile nature of the subject. This heuristic starting point echoed relativistic dynamics in physics, characterized as a combination of relativistic and quantum theories to describe the relationships between the principal elements of a relativistic system and the forces acting on it. It is curious that, though on the conceptual level the dynamics of a system are constantly referred to as being among its key attributes, there has been little progress on the analytical level in the social sciences since the seminal work of Pitirim Sorokin in the 1950s. The CADEP develops conceptually the theoretical understanding of dynamics to resubmit a specific social field of education to scrutiny by analyzing the relations between the main actors and institutions and essential discursive formations and practices. It is assumed that given its connection with relations and movement, the concept of dynamics will not reduce a mobile and fluid subject of study to a stagnant and inanimate object. There are four constitutive dynamics that make the Finnish educational success story understandable. Success and failure in basic education seem to be relative, and to reflect intertwined dynamics in policymaking, governance, families’ educational strategies, and classroom cultures. The emphasis of the understanding is on the contingent, relational, and complex character of political history.
Few would deny that processes of globalization have impacted education around the world in many important ways. Yet the term “globalization” is relatively new, and its meaning or nature, conceptualization, and impact remain essentially contested within the educational research community. There is no global consensus on the exact time period of its occurrence or its most significant shaping processes, from those who focus on its social and cultural framings to those that hold global political-economic systems or transnational social actors as most influential. Intersecting questions also arise regarding whether its influence on human communities and the world should be conceived of as mostly good or mostly bad, which have significant implications for debates regarding the relationship between globalization and education. Competing understandings of globalization also undergird diverse methodologies and perspectives in expanding fields of research into the relationship between education and globalization.
There are many ways to frame the relationship of globalization and education. Scholars often pursue the topic by examining globalization’s perceived impact on education, as in many cases global convergence around educational policies, practices, and values has been observed in the early 21st century. Yet educational borrowing and transferal remains unstraightforward in practice, as educational and cultural differences across social contexts remain, while ultimate ends of education (such as math competencies versus moral cultivation) are essentially contested. Clearly, specificity is important to understand globalization in relation to education. As with globalization generally, globalization in education cannot be merely described as harmful or beneficial, but depends on one’s position, perspective, values, and priorities.
Education and educators’ impacts on globalization also remain a worthwhile focus of exploration in research and theorization. Educators do not merely react to globalization and related processes, but purposefully interact with them, as they prepare their students to respond to challenges and opportunities posed by processes associated with globalization. As cultural and political-economic considerations remain crucial in understanding globalization and education, positionality and research ethics and reflexivity remain important research concerns, to understand globalization not just as homogeneity or oppressive top-down features, but as complex and dynamic local and global intersections of people, ideas, and goods, with unclear impacts in the future.
Generally, as a result of the need for many schools to compete on a global level, the use of digital technologies has increased in teacher education programs as well as in U.S. public schools. The dynamics of globalization and digital technologies also continue to influence teacher preparation programs, with multiple implications for educational policies and practices in U.S. public schools. Rapidly emerging developments in technologies and the digital nature of 21st-century learning environments have shaped and transformed the ways learners access, process, and interpret both the general pedagogical content knowledge and discipline-specific content in teaching and learning. Ultimately, the roles of students and teachers in digital learning environments must change to adapt to the dynamic global marketplace. In practice, these changes reiterate the need for teacher educators to prepare skilled teachers who are able to provide social and academic opportunities for building a bridge from a monocultural pedagogical framework to a globally competent learning framework, which is critical to addressing the realities of 21st-century classroom experiences. Specifically, there is a need to equip teacher candidates with cultural competency and digital skills to effectively prepare learners for a digital and global workplace. The lack of cultural competency skills, knowledge, attitudes, and dispositions implies potential social and academic challenges that include xenophobia, hegemony, and classroom management issues. The development of 21st-century learning skills is also central to the preparation of digital and global citizens. The 21st-century globalization skills include communication skills, technological literacy and fluency, negotiations skills, knowledge on geography, cultural and social competency, and multiculturalism. To be relevant in the era of globalization, teacher education programs should take the lead on providing learners with knowledge that promotes global awareness and the 21st-century learning skills required to become responsible global and digital citizens.
Transnational flows of educational knowledge and research are fundamentally guided by the global geopolitics of knowledge—the historically constituted relations of power born out of the continuing legacy of modernity/coloniality. In the early nation-building stage of the 19th century, state-funded education was at the core of states’ pursuit for economic and social progress. Newly formed nation states actively sought new educational knowledge from countries considered more advanced in the global race toward modernity and industrialization. The transnational lesson drawing in education at the time was guided by the view of modernity as originating in and diffusing from the West. This created the unidirectional flow of educational influence from advanced economies of the West to the rest of the world. Central to the rise of modernity in Western state formation is the use of education as a technology of social regulations. Through the expansion of state-funded education, people were turned into the people, self-governing citizens, and then the population that was amenable to a state’s social and economic calculation and military deployment. But this development was embedded in the geopolitical context of the time, in which Western modernity was deeply entangled with its underside, coloniality in the rest of the world. Various uses of education as a social control were tested out first in colonial peripheries and then brought back to the imperial centers.
Today, the use of education for the modernist pursuit of perfecting society has been intensified through the constitution of the globalized education policy space. International organizations such as the World Bank and the Organisation for Economic Co-operation and Development (OECD) act as the nodes through which transnational networks of education policy actors are formed, where the power of statistics for social and educational progress is widely shared. Both developed and developing countries are increasingly incorporated into this shared epistemological space, albeit through different channels and due to different factors. The rise of international academic testing such as OECD’s Programme for International Student Assessment (PISA) has certainly changed the traditional pattern of education research and knowledge flows, and more lesson drawing from countries and regions outside the Anglo-European context is pursued. And yet, the challenges that PISA poses to the Eurocentric pattern of educational knowledge and research flows are curtailed by the persistence of the colonial legacy. This most clearly crystalizes in the dismissive and derogatory characterization of East Asian PISA high achievers in the recent PISA debate. Hence, the current globalization of education knowledge and research remains entangled with the active legacy of coloniality, the uneven global knowledge structure.

Self-determination of the original peoples of any nation, preservation of their territories, preservation of traditions, and negotiation of customs facing national cultures are central themes in the debate about and among indigenous peoples in the world. School education is directly linked to such themes as an instrument of acculturation or self-determination and emancipation. As in other countries of the globe, throughout history, what happened and is happening in Brazil is not isolated fact. Current conditions are the product of colonization processes, the development of industrial society, and more recently of globalization. Such historical processes bring struggles, confrontations, transformations, and solidarity. In the legal sphere, international conventions, declarations, and treaties have influenced more or less directly the norms and laws on the subject: from the papal bull and treaties between colonizing kingdoms, to the Declaration of Human Rights, to Convention 169 of the International Labor Organization, the Brazilian indigenous issue, like that of many other countries, is also based on, supported by, or held back by actions, debates, and international interests.
But what makes the case of Brazil worthy of relevance for thinking about indigenous education? Two elements make up an answer: the specific way the governors establish relations with the original peoples, and the fact that Brazil has the greatest diversity of indigenous communities.
Concerns about intellectual property in education typically involve administrative interest in improving institutional compliance with copyright and patent laws. The focus on compliance, rather than on intellectual property as an area of educational inquiry for students raises two questions: Are educational institutions adequately preparing students (a) to participate in a global economy that is increasingly driven by intellectual property and (b) for a future in which the creation and distribution of intellectual property is being reshaped by the emerging digital era? The educational value of intellectual property begins, however, with history of the concept in which learning played a strong role in giving shape to the idea of text as an intangible good associated with distinct properties, rights, and responsibilities, with all of this taking place well before the 18th-century introduction of the modern concepts of copyright and patent law. In light of this history and its contemporary standing, intellectual property has much to offer as a way for students and teachers to gain insight into the nature of creative work in relation to private property and the public domain. While education benefits from exceptions made for “fair use” and other exemptions in copyright law, the digital era has seen the introduction of new intellectual property strategies that support the collective educational enterprise, including Creative Commons licensing, open educational resources, open access to research, and open source software. While intellectual property has played a small part in business education and composition classes in the past, a number of innovative programs now involve students in different approaches to balancing the private and public interests associated with this concept, suggesting the value that intellectual property holds, as a teachable topic, for the curriculum and for thinking, more broadly, about education’s role as a public good.
